Resolution of the town meeting on February 6, 2006 on human rights protection
WHEREAS, the people at a town hall meeting at 9550 Haskell in North Hills, city of Los Angeles, recognize that a treaty is the supreme law of the land under the United States Constitution, Article VI, clause 2; and
WHEREAS, each of the city of Los Angeles’ duty elected public servants has sworn to defend and uphold the Constitution of the State of California as well as the United States Constitution; and
WHEREAS, the International Covenant on Civil and Political Rights (ICCPR) is a treaty signed by the President of the U.S. and ratified by the U.S. Senate in 1992, that requires cities, counties, states as well as the Federal Government to make reports on the enforcement and violations of Human Rights in their respective jurisdictions;
NOW THEREFORE, BE IT RESOLVED that we call on the City Council of Los Angeles to direct that all civil servants in the city read and adhere to the ICCPR so they will be adequately prepared to make the required report to the U.S. State Department; and it can be included in the U.S. State Department’s Fourth Report to the United Nations Human Rights Committee due in the year 2010.
